2023 was another exciting year for the Foundation as we continued to strengthen our governance and, in particular, our fundraising capacity to meet our Strategy, supported by volunteers and staff. We welcomed five new Board Members and additional Committee Members to drive progress towards our annual and long-term fundraising goals.

In October, we warmly recognised the contribution of HRH Prince Guillaume of Luxembourg, who completed his term as World Scout Foundation Chair and was subsequently appointed to the role of Immediate Past Chair for a tenure of two years. Rob Woolford was appointed and welcomed as our new Chair, and Beat Wenger as Chair-Elect, both also for tenures of two years.

Board Meetings and Decisions

The Foundation Board met twice in 2023: in April, in Cascais, Portugal, and in October, alongside the 75th BP Fellowship Event taking place in Kandersteg, Switzerland. The Executive Committee of the Board, as well as Board Sub-Committees for governance and fundraising met regularly online during the year. In-person meetings of the governance and all fundraising Committees took place in Cascais, and select governance committees met prior to the Kandersteg event.

The Board met on 24 April 2023 in Cascais (Portugal) and took the following decisions:

  • Approved the reports of the 56th, 57th and 58th meetings of the Executive Committee.
  • Approved the creation of a separate Fixed Income / Bonds mandate of a maximum of US$10 million, accepting that this was outside the parameters of the Strategic Asset Allocation.
  • Mandated the Executive Committee to consider and approve a fully worked out proposal regarding creating a so-called “WSF Investment Fund”.
  • Approved the audited financial statements for 2022.
  • Approved the appointment of PwC as the auditing firm for the financial year 2023.
  • Approved the Annual Operational Grant for the WOSM budget year 2023/2024 of USD 2.8 million (based on the agreed formula).
  • Approved the co-optation of Darci Swanson (US), Jennifer Hancock (US), HE Ahmad Rusdi (ID) and Thijs Stoffer (NL) as Board Members for a tenure of 3 years (renewable).
  • Approved the renewed co-optation of all Board Members whose 3-year tenure ended in April 2023.
  • Approved the revision of the Board’s Fundraising Committees and its membership.
  • Approved the Charter for the new US Chapter.
  • Approved the revised Handbook for Board Members (v2.0).
  • Approved the proposed Events for 2024.

The Board met on 7 October 2023 in Kandersteg (Switzerland) and took the following decisions:

  • Approved the reports of the meetings of the Executive Committee.
  • Approved with Margot Bogert’s request to move to the Life Member category of the Board.
  • Mandated the Executive Committee to review and decide on the 2024 Events.
  • Approved the 2024 Operational Budget.
  • Approved the co-optation of Nathan Rosenberg (US) as a Board Member for a tenure of 3 years (renewable).
  • Approved the revised Handbook for Board Members.
  • Appointed Beat Wenger as Chair-Elect of the Foundation for a tenure of 2 years.
  • Appointed Rob Woolford as Chair of the Foundation for a tenure of 2 years.
  • Appointed HRH Prince Guillaume of Luxembourg as Immediate Past Chair of the Foundation for a tenure of 2 years.
  • The Foundation fulfilled its commitment to the Scout Movement by providing USD 6.2 million in grants during the calendar year (2022: USD 6.39 million).
  • Our fundraising income was USD 4.57 million in 2023 (2022: USD 4.92 million).
  • In 2021, we created a provision of USD 2.25 million for Messengers of Peace 1.0, which will remain on the balance sheet in 2023.
  • Project grants to Scouting around the world continued apace with grants awarded from the following Donor Advised Funds: the HRH Prince Alwaleed Fund (Global Projects Fund), the Alwaleed Philanthropies Fund for Scouts for SDGs, the Perry Family Fund, the Condit Fund, the Weiser Fund and the Jim Turley Fund.
  • The Executive Committee of the Board met virtually five times in 2023, managing the business of the Foundation in between Board Meetings.
  • The excellent relationship with our colleagues in the World Scout Committee and World Scout Bureau continued and was further strengthened in 2023.
  • The Audit Committee met once in April before the Board Meeting.
  • The Oversight Committee met twice in person before the Board Meetings in April and October, and once virtually.
  • The four Fundraising Committees established by the Board continued their momentum in 2023. They met once in person before the Board Meeting in April in Cascais (Portugal) and several times virtually in 2023.
  • In 2023, the Foundation’s Investment Committee closely monitored its portfolio management by its custodial investment manager, JP Morgan Switzerland and its active manager, FTCI. The markets started to recover in 2023, increasing the investments’ value by +9.4% (-14.78% in 2022). The Committee met twice in person and three times virtually.
  • In total, 22 BP Fellows and external experts were appointed to the different Sub-Committees of the Board, broadening the expertise, knowledge and skills available.
  • In 2023, we ran our second Annual Appeal, raising USD 1,250,170 (2022: USD 719,2720). The Annual Appeal aims to foster a culture of annual, lifelong giving.

A trailblazer with a heart of gold

Margot Bogert has been active in Scouting all her life and credits her father, one of the founders of the World Scout Foundation, for sharing his passion with her from a young age. She soon forged her own pathway through international Scouting, generously dedicating decades of tireless volunteering and contributing her extensive skills, including brilliant networking, acute business acumen, and seasoned donor cultivation, in service of Scouting.

A champion of international Scouting from her early years on the International Committee of the BSA, she has come to be known, in particular, for her support for Scout community development and Scouting for all — ensuring that children from all backgrounds and abilities can experience Scouting.

Margot became a member of the World BP Fellowship in 1982 and joined the WSF Board in 1992, as our first female Board Member. Throughout her long service, she has personally hosted numerous fundraising events and in recent years, co-led our successful fundraising appeal during the global pandemic. Margot has generously donated to World Scouting, throughout her life as a Member of the Regal Circle. At her request, Margot moved to the Life Member Category of the Board (non-voting) as of October 2023, whilst promising to remain active in support of World Scouting.

Margot — you’re a phenomenal trailblazer, go-getter and straight-talker, with a heart of gold. Thank you for your decades of service on the WSF Board and your continued support as a Life Member.

Suk Won Kim, In Honour of Service

On 26 August 2023, our esteemed Board Member and former Chair, Suk-Won Kim, sadly passed away after a short illness. A committed Scout and active supporter of Scouting throughout his life, he greatly contributed to the growth and development of Scouting in the Republic of Korea, the Asia-Pacific Region and worldwide.

Suk-Won Kim joined the Scouts in high school and went on to become President of the Korea Scout Association (1982–1992), during which time he established the Korea Scout Foundation to support the Korea Scout Association financially. In 1982, he became a member of the World Baden-Powell Fellowship and in 1998, joined the Foundation Board, serving as our Chair from 2000 until 2003. He was instrumental in increasing the number of BP Fellows in Korea and generously gave to World Scouting throughout his life, including as a Member of the Regal Circle of the Honours Programme.

A great Scout has Gone Home. His legacy will live on.
